Attach the tying thread on the hook. Make a solid base with som wraps around the area you want the wing to appear. But go a little forward to the point you want the wing to sit 

Cut off a piece of your wing product. Lay it under your hook

Pull the wing around your tying thread, held it tight with your fingers

Pull your wing upwards so it ends in the top of the hook. Still hold it tight

Make som turns around the wing. Also do the base for the hackle
